Applying the Lessons from SII on Women’s Empowerment

: By reflecting on the Strategic Impact Inquiry (SII) on women’s empowerment conducted in CE’s Female Genital Cutting (FGC) elimination project in Afar Region, identify an appropriate application of this learning process that can be conducted throughout the CO’s program leading to a fundamental understanding of women’s empowerment in the different socio-cultural contexts the CO works in.
Initiative background - December 2006/February 2007:
This initiative is supported by the Knowledge Sharing Fund. The initial proposal for the initiative was submitted in December 2006. The leaders of the initiatives supported by the fund attended a 2-day Knowledge Sharing workshop in Atlanta in February 2007. Click on the document below for a summary of the workshop.

First meeting - April 5, 2007:
The group responsible for implementing this initiative is called the
"Knowledge Sharing Forum".
The forum had its first meeting to draft Terms of reference and a Statement of Work. The Knowledge Sharing Forum consists of the following members:
Members of the Design, Monitoring and Evaluation (DM&E) team
Advisors from key sectors (Sexual and Reproductive Health, Community Savings and Self Help, Emergency etc.)
Specific Objectives of the KS Forum
Facilitate the FY’07 SII research on WE.
Promote identification and development of protocols, guidelines and tools of information sharing on a sustainable and consistent manner.
Collection, processing and dissemination of program related best practices and lessons applied in a Timely, on-going, systematic and consistent manner.
Raising awareness of CARE’s (at all levels) and its partners’ staff to enhance and promoting the culture of learning and reflections.
Facilitate the development & operationalization of CARE’s knowledge management strategy.
Approach for collecting best practices - May 3, 2007
The first task facing the KSF was to design a data collection form that the RBA Ambassadors could use with the field offices to collect learnings and best practices around successful behavioral change resulting from Women's Empowerment. In discussions with L&OD, the following questions evolved:
A) DESCRIPTIVE QUESTIONS:
What was the context/project in which you applied or experienced the successful behavioral change approach ?
What was the approach you used or experienced?
What was the result of the application of the approach ?
We call these descriptive questions. - it is important not to mix the "what" with the "why". Let the interviewee finish their descriptions, then the RBA ambassador might want to ask some elaborating questions to extend the detail (but still staying in the "what " space). For example, some questions might be : "How long ago did this happen ?" , "When did this happen ?" " What was your role?" Were others there ?" What was their role?" etc.
B) REFLECTIVE QUESTIONS
"Why was the most important reason that this approach was successful ?"
If the answer is too theoretical, the questioner may ask an elaborating question - "can you give an example /"
C) SPECULATIVE QUESTION
The last question should "stretch" the interviewees thinking and ask for other contexts when this approach could be successful. Ask the interviewee:
"What are some other contexts/communities/sectors that this approach could be successful ?" and then follow up with "Why would this be the case ?"
